Singapore's MAS announces Green Finance and Capital Markets initiatives with China

In a move that highlights Singapore's ongoing commitment to enhancing financial collaboration with China, the Monetary Authority of Singapore (MAS) unveiled new green finance and capital market initiatives during the 20th Joint Council for Bilateral Cooperation (JCBC) meeting held on 11 November 2024. This annual dialogue, co-chaired by Singapore Deputy Prime Minister Gan Kim Yong and China's Vice Premier Ding Xuexiang, continues to foster deeper economic and financial ties between the two nations.

Catalyzing Green Financing Flows

One of the major announcements centered on the expansion of the China-Singapore Green Finance Taskforce (GFTF), which has been diligently working to align green finance standards. Established in 2023 by MAS and the People's Bank of China (PBC), the taskforce aims to expand the Common Ground Taxonomy (CGT) to include the Singapore-Asia Taxonomy. This exercise compares the green criteria across the European Union, China, and Singapore, with completion targeted for the end of 2024.

The harmonization of these taxonomies is set to unlock cross-border opportunities for green loans, green bond issuances, and sustainable fund investments. Notably, CapitaLand Investment led the way as the first Singapore-based company to issue a 3-year, RMB 2 billion sustainability-linked Panda Bond under the Green Corridor initiative.
