DMS Offshore appoints former Goldman Sachs exec as Director

Friday, January 30, 2015
Opalesque Industry Update - DMS Offshore Investment Services (DMS), the world's largest fund governance firm, has appointed Westley Chapman as a Director.

Mr. Chapman will serve on the boards of investment funds, providing independent oversight on governance and compliance matters. He will also function as Director, Operational Due Diligence and will be based in New York.

As even more investors continue increasing allocations to private funds, investors and managers are spending more time on operational due diligence reviews, plus facing evaluating even more investment opportunities with less available resources.

DMS Operational Due Diligence aims to ease this burden and part of Mr. Chapman's role is to advise investors on performing customized due diligence reviews that leverage the efficacy of their own due diligence reviews, extending the capabilities and maximizing the efficiency of their own due diligence teams and the investment manager staff.

"DMS has been at the forefront of institutional fund governance for many years and this new emphasis on engaging the operational due diligence community is very much in keeping with maintaining the firm's governance standards while extending the value delivered by DMS to both fund managers and their investors. I am very excited join the team to help spearhead its additional due diligence efforts," Mr. Chapman stated.

DMS CEO Anne Storie remarked: "The appointment of West Chapman to the DMS fund governance team adds to the wide range of governance solutions that we continue to offer to the fund industry. West, with his considerable expertise and leadership in operational due diligence, enhances the strengths of our team and we look forward to his contribution in providing institutional investors with the exceptional service and thought leadership for which DMS is renowned."

Mr. Chapman is CEO and Co-Founder of Alpha Pipe Inc. ("AlphaPipe"), and a proven leader in the fund industry, having worked for 16 years at Goldman Sachs, where he served on the Liquid Markets Investment Committee, led the Risk team and built the Operational Due Diligence team within Goldman Sachs Asset Management's (GSAM) external manager selection businesses. He also served as CFO of Goldman Sachs' Investment Management Division.

He will also advise on the further development of DMS Tracker, already the most extensive fund governance database in the fund governance industry, and a powerful, proprietary technology tool for collecting, organizing and analyzing due diligence data to assist investors and managers in making better, faster, data-driven decisions.

Mr. Chapman will also provide exceptional thought leadership to managers, institutional investors and consultants through ongoing DMS roundtables and seminars, industry conferences, articles and proprietary research.

DMS will use this key due diligence investor information to continually enhance its existing fund governance practices and inform the ongoing advice and counsel that the firm provides to funds, helping them stay abreast of important operational due diligence matters to ensure current investor satisfaction, while sharpening their competitive edge in attracting and maintaining new investor allocations.
