In an early April Research Report, entitled "Periphery is the Core", State Street Global Markets made the case for emerging markets.  Citing the MSCI Emerging Markets outperformance compared to the World index by 12.9% in 1Q09 the State Street report says, "To the extent that institutional investors are drawing a distinction between core and periphery it is clear t
