Policies, actually. In just the Bush years alone, Washington enacted two major pieces of omnibus energy legislation, the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007. In 2008 another piece of major legislation was introduced: the Lieberman-Warner bill, which would implement a nationwide cap-and-trade program on carbon emissions.
