From Ethz.ch: India's practice of paying for Muslims to travel to Saudia Arabia for haj is costly, discriminatory and unconstitutional. The Indian government is not Islamic and therefore must not impose jizya (tax) on its citizens. In 2008, Indian taxpayers paid around Rs 700 crores (US$140 million) for Muslims to travel to Saudi Arabia.
