As the world’s largest emitter of greenhouse gases, China is under the spotlight in the global climate regime. In recent years the country has become increasingly active in international climate negotiations, announcing ambitious mitigation goals. But with its slowing economic growth rate, how committed can we expect China to be? China’s climate commitments are motivated by two key factors. The first is international pressure. In 1997, when the Kyoto Protocol was negotiated, China represented 21 per cent of the global population but only 14 per cent of global carbon dioxide emissions.
