The Dutch presidency of the European Union is seeking political support from member states to enshrine in a carbon market reform a flexibility provision that would enable strengthening the world’s biggest cap-and-trade program. The plan would pave the way for tightening emission-permit supply and would enable a faster shift to clean technologies, according to Dutch Environment Minister Sharon Dijksma.
