Russian Energy Minister Alexander Novak told news agencies Wednesday that he wasn't sure oil-producing countries would be able to reach a deal to freeze production, but that the need to do so might decrease in the coming months. “I wouldn’t say now that we are sure they will be able to agree among themselves, because there are very diverse positions,” Mr. Novak said.
