Carbon markets likely to emerge in the wake of a Paris accord will bring muscle to the enforcement of emissions limits, according to economists and advocates at the UN Climate Conference here. They may even be able to subdue polluters who are not party to the agreement. Some carbon markets are likely to emerge out of climate clubs, a popular term at this summit for groups of countries or companies or other entities that unite their efforts to limit emissions.
