Polish climate negotiator Marcin Korolec said he saw no room for European Union governments to agree on an early start of a carbon-market fix in negotiations with the European Parliament. A potential compromise on a draft law designed to help boost carbon prices could include the transfer of some unused permits into a planned market-stability reserve or into a special fund for industries prone to relocating production abroad, Korolec said in an interview.
