China will step up efforts to cut its emissions and improve energy efficiency this year after record air pollution in Beijing, where the national legislature opens its annual meeting. The government plans to reduce the nation’s carbon emissions and energy use per unit of gross domestic product by at least 3.7 percent in 2013 and carry out carbon-trading trials, the National Development and Reform Commission, China’s top economic planner, said in a report today.
