South Korea asked its largest emitters to make cutbacks at home before giving them credit for overseas spending to reduce greenhouse gases, and it will begin charging for about 3 percent of pollution allowances in 2018. The nation wonít allow so-called global carbon offsets until after 2020, according to an e-mailed statement today from the prime ministerís office and other government agencies.
