Scotiabank economist Patricia Mohr says only pipeline expansion to the B.C. coast will ease the massive price discrimination faced by western Canadian oil producers. Mohr, a commodity markets specialist, made the observation Thursday in a commentary accompanying the bank's monthly commodity price index.
